TESDA Bulacan Signs MOA with STO Global Fast Express to Strengthen TVET

The TESDA Bulacan Provincial Office, headed by Acting Provincial Director Mr. Neil G. Santioque, actively participated in the Ceremonial Memorandum of Agreement (MOA) Signing with STO Global Fast Express (Philippine) Group Corporation on July 20, 2025, at the company’s facility in Meycauayan, Bulacan. This significant event formalized a strong partnership aimed at further strengthening Technical-Vocational Education and Training (TVET) in the province.

The ceremony was graced by high-ranking officials led by TESDA Director General Sec. Jose Francisco “Kiko” B. Benitez, Deputy Director General Vidal Villanueva, Deputy Director General Atty. Avelino D. Tolentino III, TESDA III Regional Director Baron Jose L. Lagran, and Regional Training Center Central Luzon (RTCCL) Chief Mr. Rheo Henry M. Rodriguez. Their presence demonstrated TESDA’s commitment to building strong industry partnerships that directly benefit TVET institutions and trainees.

A significant highlight of the event was the formal awarding of the Certificate of TVET Program Registration (CTPR) to Dr. Vivian Zhang, Chairman of Philippine-SINO, by Secretary General Benitez. This milestone not only marked the official opening of STO Global Fast Express’ new warehouse but also the establishment of its Technical-Vocational Institution (TVI), Philippine-SINO, which will serve as a training ground for future TESDA-certified graduates.

As part of their strong commitment to supporting TESDA’s initiatives, STO Global Fast Express also donated two (2) electric bikes to TESDA Bulacan Provincial Office, which will be turned over to the Regional Training Center Central Luzon–Guiguinto. This donation forms part of their support for sustainable mobility and institutional development.

Furthermore, this collaboration represents a significant advancement in fostering stronger industry-academe linkages. By leveraging the facilities, expertise, and resources of STO Global Fast Express, TESDA trainees will gain invaluable real-world experience and access to enhanced learning opportunities.

The MOA signing symbolizes TESDA Bulacan’s steadfast commitment to providing quality technical-vocational training aligned with the evolving needs of the industry.
