MOA Signing for the Establishment of Off-Campus Training Facility between TESDA Provincial Training Center – Calumpit and LGU Pulilan | February 23, 2026

The Memorandum of Agreement (MOA) signing between the TESDA Provincial Training Center – Calumpit and the Municipality of Pulilan marked a significant step toward expanding Technical Vocational Education and Training (TVET) services in the municipality. The activity was graced by Atty. Balmyrson M. Valdez, Regional Director of TESDA Region III; Mr. Neil G. Santioque, Provincial Director of TESDA Bulacan; Mr. Renato Salas, Center Administrator of PTC Calumpit; and Hon. Rolando S. Peralta Jr., Municipal Mayor of Pulilan. The MOA formalizes the partnership for the establishment of an Off-Campus Training Facility aimed at making skills training more accessible to the constituents of Pulilan.

During the event, Hon. Peralta shared that a new multi-purpose building in Peñabatan, Pulilan—provided by the Department of Public Works and Highways to the Municipality and currently under construction—will serve as the future off-campus training facility. In the meantime, training programs will be temporarily held at the former PUP building, now functioning as the PESO Building. The initiative aims to offer more TVET programs particularly tailored to the needs of Pulilan. The discussion also emphasized skills matching through proper training interventions to ensure alignment with industry demands and local employment opportunities.

The activity emphasized the importance of strong partnerships in advancing TVET programs. Through this collaboration, the Municipality of Pulilan may qualify as a potential nominee for the prestigious TESDA Kabalikat Award, which recognizes outstanding partners contributing to the development of technical-vocational education and training.
