TESDA RTCCL-Guiguinto and SMTCDC Forge Partnership for Skills Training and Financial Literacy

On June 20, 2025, TESDA Regional Training Center Central Luzon – Guiguinto (RTCCL-Guiguinto) and St. Martin of Tours Credit and Development Cooperative (SMTCDC) officially sealed a partnership through the signing of a Memorandum of Agreement (MOA).

The agreement was formally signed by Mr. Rheo Henry M. Rodriguez, Center Chief of RTCCL-Guiguinto, and Mr. Serafin M. Celestino, Jr., Chief Executive Officer of SMTCDC. The MOA signing ceremony was also witnessed by Mr. Jeffrey M. Guevarra, Supervising TESD Specialist, along with SMTCDC representatives Ms. Herminia Z. Valeriano, Chairperson of the Board of Directors; Ms. Nenita R. Ignacio, Chief Membership Services and Marketing Officer and Ms. Mary Ann F. Agustin, Business Development Center Assistant.

The agreement signifies a shared commitment to deliver technical education and provide skills training aimed at enhancing the employability and economic self-reliance of the cooperative’s members. A key component of the agreement includes Financial Literacy and Entrepreneurial Training for RTCCL-Guiguinto trainees as well as its employees and staff. SMTCDC will also extend various forms of assistance such as loan grants, scholarship and other programs to qualified cooperative members participating in the initiative.

This partnership marks a significant milestone in fostering sustainable development and advancing the mandate of TESDA through strengthened partnerships with cooperatives and community-based organizations. It also demonstrates the importance of shared responsibility in empowering the Filipino workforce through quality Technical Vocational Education and Training (TVET).
